Feasibility of Applying the Terrorism Prevention and Investigation Measures (TPIMs) Policy within Iran’s Criminal Policy Framework: A UK-Based Model

Abstract
The present study, using a descriptive-analytical approach, elucidates the foundations of the United Kingdom’s ‘Terrorism Prevention and Investigation Measures’ (TPIMs) policy, focusing on the 2011 Act and preventive restrictions such as relocation and surveillance of suspicious individuals as tools of risk management, and evaluates the feasibility of applying these measures within Iran’s criminal policy framework. The repressive preventive measures arising from the UK’s TPIM regime are grounded in principles such as pre-emptive social defense informed by a re-interpreted positivism, dual deterrence (both ex ante and ex post), suppression of extremist ideologies that motivate terrorist actors, and the preservation of public and social order and security. Although this policy is effective in reducing opportunities for terrorist activity, its socio-legal implications require deeper examination. Adopting this model in Iran necessitates close attention to cultural, social, and legal mechanisms, along with comprehensive studies prior to implementation.
